What protocol does a TDD/TTY use to communicate with a cell phone's headset jack?

Some cell phones are TTY/TDD (telecommunications device for the deaf) compatible, meaning a terminal can be plugged into the headset jack for text communications. Is it just a hidden RS-232 interface?

Phone to TTL output?

I am looking for a way to get my phone to output a TTL level signal, up to about 1200 baud. Any suggestions? The only thing I can think of is using an audio output with a square wave signal, and then amplifying it. Is that workable? Anything better?
